Russia and Iran are transforming a 2024 memorandum of understanding on airworthiness into a comprehensive intergovernmental agreement, as confirmed by Rosaviatsia and the Iranian Embassy in Moscow. This agreement aims to harmonize aviation standards, enabling Iranian companies to expand exports of aviation products and services to Russia. Since 2022, when Western service providers exited Russia due to sanctions, Iran has become a key partner in maintaining Western-made aircraft for Russian carriers. Iranian firms have demonstrated high-quality maintenance services, with three companies authorized to perform CAMO (Continuing Airworthiness Maintenance Organization) work on Russian aircraft. In 2023, Aeroflot sent its Airbus A330 to Tehran for maintenance, marking a significant milestone in this collaboration. Despite sanctions, Iranian technicians have developed expertise in maintaining Western aircraft, though they may require additional training to adapt to Russian-specific technologies and standards. The partnership also extends to major projects in aircraft design, manufacturing, and spare parts production, including helicopters like the Ka-226 and passenger planes with 70–150 seating capacities. This collaboration not only enhances Iran's aviation expertise but also strengthens Russia's self-reliance in the face of international sanctions.
